Tenant Operational Defaults

A modern, SaaS-driven, idempotent template/apply mechanism that provisions the minimal operational records (default warehouse, cash box, bank account, sales invoice template) a tenant needs so the first-login onboarding settings patch can reference real IDs — replacing the old one-time, SeedsHistory-gated ApplicationDbSeeder model for the pieces it never actually covered.
